St. Clair Shores declared a snow event effective at 5 p.m. Friday, Feb. 8, which requires residents to remove ice and snow from public walkways within 48 hours.
According to city ordinance, residents must remove ice and snow from all public walkways by 5 p.m. Sunday, Feb. 10.

After the time has passed, the cityʼs snow removal contractor will travel the city. If a violator is found, a written notice will be placed on the resident's property giving them 24 hours to remove the snow.
If the snow is not removed within 24 hours, the contractor will remove it. Time-stamped photos will be taken before and after the work has been completed and a notice will be left at the home to inform residents that the city removed the snow or ice.
Penalties and fees for violations during a snow event may be assessed as follows according to the city:
- First offense: $30 or the actual contractor’s cost to remove the snow or ice plus a $65 administrative fee. No ticket will be issued.
- Second offense: $30 or the actual contractor’s cost to remove the snow or ice, the $65 administrative fee, and a civil infraction ticket of up to $50 plus court costs.
- Third offense: $30 or the actual contractor’s cost to remove the snow or ice, the $65 administrative fee, and a civil infraction ticket of up to $100 plus court costs.
Residents who do not agree with the penalties and fees may appeal in writing to the City Manager within 21 days after receiving the invoice for the City snow
If the resident does not agree with the City Manager’s decision, an appeal can be made to the Property Maintenance Board of Appeals, according to the city. The decision of the Board of Appeals is final.
